In order to strengthen the system of municipalities and to create
a new organization for municipal administration in the state, upgrading the
post of Director of Municipalities, has been nomenclature as Commissioner,
Municipality Administration by Resolution No: EST / 122018/1234/R dated
13-04-2018 of Urban Development and Urban Housing Department.
Subject to the control of the state government, he has to perform
function and exercise the powers as provided under Gujarat Municipality Act,
1963, or perform function and exercise powers assign to him under it. The state
and regional level structure will be as follows:
At State Level:
The Commissioner, Municipality Administration and by virtue of
post he has to perform the duty as Managing Director, G. U. D. C. and
Additional Chief Executive Officer, G. U. D. M.
Main Role:
·
Implementation of the
provisions of the Gujarat Municipalities Act-1963, and the rules governing the
municipality of Urban Development Department at municipal level.
·
Preparation of Detailed
Project Reports through municipalities on schemes related to urban development
bases on Central Government grants, sanctioning and get sanction of projects,
get done effective implementation of projects as well as monitoring and evolution
of the project.
·
Effective planning
through municipalities for various development works grants allocated to the
municipalities by the state government, invite proposals, scrutinized the
proposals, give administrative approval and implementation, monitoring and
evaluation of works get to be completed according to the time limit.
·
Implementation,
monitoring and evaluation of water supply and sewerage etc. implemented by
Gujarat Urban Development Company Ltd. Gandhinagar.
·
Allocation of all types
of grants in phase manner based on the progress of work and maintained
accounts.
·
To make water supply,
sanitation, light, sewage and road network etc. basic services effective and
efficient which provided by municipalities to the citizens.
·
Review the implementation
of the project periodically.
·
Investigation of
complaints of quality of the work and submit the report thereof.
·
Function of member of State level
Technical Advisory Committee / Project Committee of the Department.
·
Use of Information
Technology for the Civil Services provided under the e-Town project.
·
Conduct regular review
meeting of developmental works along with regional offices and municipalities.
·
To be get prepared and
implemented Development Plan & Town Planning Scheme by municipalities.
·
Regular monitoring and
supervision by municipalities over online construction development, and
building use permission and control on illegal construction.
·
To be get implementation
on G.D.C.R.
·
To conduct preliminary
inquiry for the malpractice against the chief officer/ employees of the
municipalities.
·
To submit detailed
reports obtaining from Regional Offices and verifying to the Urban Development
Department asked by the Vigilance Commission.
·
Investigation of all
types of work including administrative investigation in subordinate regional
offices / municipalities.
·
To get sanctioned rules
of business of municipalities under Section 271 and rules and bye-laws related
to the employees under section 275 of Gujarat Municipalities Act, 1963.
·
Take action against the
elected president, vice-President and the members of the municipalities under
the provisions of the Gujarat Municipalities Act-1963.
·
To approve rules of
recruitment- promotion, higher pay scale, bonus, pension etc. of municipality
establishment.
·
To approve tariff Rules
under section-99 and monitoring on tax collection.
·
Control and monitoring
on establishment expenditure ceiling of municipalities under section-260.
·
To get settle the budget
and audit Para of municipalities.
·
Monitoring of the
performance of common cadres, sanction of leave, additional charge assignment,
and maintenance of service book and review of confidential reports.
·
To provide guidance to
the chief officer / municipality at the time of natural calamities / unnatural
disasters and shall compel them to perform duty by special orders and send the
reports to the state government.
·
To take measures for
successful celebration in municipalities of state government events as well as
national festivals such as 15th August, 26th January etc.
